also, considering this is a Japanese light novel, they’re going to use at least some of the usual Japanese tropes–in this case, the “tsundere” trope. =P

Her statements are more like a “I don’t like you but, *compliments her*”. It’s more likely that she can’t be honest with herself rather than being envious.
As head ninja said, she really likes Lillina, but she’s too twisted to say it, then she’ll be devastated on how she expressed herself. She wants to get close to MC, but she can’t express her true self.
Also we don’t know her history soooo, your statement is just a probablity rather than facts, and it’s on the lower end based on the story.
